Rooms follows device-level settings. If your tablet shows 24-hour time, Robin shows 24-hour time too.
To change it on an iPad, go to Settings > General > Date & Time > 24-Hour Time. To change it on an Android tablet, go to Settings > System > Date & time > Use 24-hour format. Make sure 24-hour time is toggled "on".
